Sheila McMackin is the owner and Executive Director of Wellspring Personal Care and a licensed clinical social worker specializing in complex guardianship services rooted in home-based care. She supports medically fragile older adults and individuals with disabilities who require high levels of oversight while remaining in community settings.
With decades of experience in private-pay care management and home care, Sheila understands that effective guardianship in community settings requires structured systems. She ensures that nutrition, medication management, caregiver supervision, environmental safety, and skilled oversight are consistently coordinated.

Sheila is the Founder and Past President of the Home Care Association of America, the national trade association representing home care providers across the country. She is also one of the contributing authors of the Illinois Department of Public Health (IDPH) Home Nursing and Home Services licensure framework, helping shape the regulatory standards that govern home-based care in Illinois. In addition, she previously served as a member of the IDPH Advisory Committee on Home Health, Home Nursing, and Home Services, where she advised on policy, oversight, and regulatory matters impacting providers statewide.
Through her professional leadership and civic involvement, Sheila has consistently advocated for vulnerable populations and elevated standards of care at both the state and national levels.
